I didn't think so either, and in fact I started shooting at f/5.6, but the photos were not sharp in the corners, while at f/11 there was a visible improvement... I can't tell for sure the cause, there are three possibilities:
- the heat of the atmosphere made the optical yield worse
- maybe the scene was more "three-dimensional" than it seems to the eye, and the angles were slightly out of focus
- finally it could be a problem of the lens over long distances
