La Garitta di Santa Tecla è una delle tante torri costiere presenti in Sicilia, testimonianza di un funzionante sistema difensivo messo a punto fra 1500 e 1600 dai dominatori spagnoli, primo fra tutti, il vicerè di Carlo V, Ferdinando de Vega. Queste costruzioni sorgevano a poca distanza l'una dall'altra, ed erano perennemente in comunicazione fra di loro. La funzione principale di questa Garitta era quella propria delle torri di avvistamento e di difesa costiera contro le scorribande dei saraceni. Venne costruita attorno al XVI secolo, su di uno scoglio presso lo Scalo Pennisi, conosciuto come scoglio dell'Apa, ricorrendo a pietrame lavico legato con malta e frammenti di tegole e cocci. Si tratta di una piccola torre a pianta quadrata di 3 metri per lato, alta 6 metri circa. La copertura è a piramide con volta a vela, sormontata da una sfera di basalto e decorata con quattro merli agli angoli.
