Questa stanza era usata nel '600 come camera da letto della seconda consorte del duca Carlo Emanuele II. Maria Giovanna Battista di Savoia Nemours, che qui stipulava i matrimoni delle damigelle d'onore. Al centro del soffitto ligneo seicentesco intagliato è collocata la tela raffigurante Il sonno di Annibale tra gli Iberi. opera di Bartolomeo Caravoglia. Salito al trono nel 1831, il giovane re Carlo Alberto presiedette qui il Consiglio dei Ministri, motivo del nome attuale dell'ambiente, e il 4 marzo 1848 vi firmò lo Statuto, Palagi, incaricato di rimodernare questa sala, disegnò i monumentali ornati ed arredi, simili a quelli della Sala delle Udienze, contrassegnati dal monogramma CA e realizzati in stile classicheggiante ma in continuità con le importanti preesistenze barocche. I lavori furono affidati agli scultori del legno Capello e Ferrero e ai modellatori Marielloni e Somaini, che realizzarono la specchiera sopra il camino in marmo di Carrara, poi dorato, opera di Giuseppe Gaggini. Fanno parte dell'insieme i candelieri in bronzo dorato e il tavolo sorretto da quattro cariatidi alate. Il busto in marmo tra le due finestre verso il giardino, eseguito da Benedetto Cacciatori nel 1839, ritrae Carlo Alberto in abiti da antico romano. Nello stesso periodo fu affidato ai pittori Gonin, Cusa, Cornaglia e Serangeli il compito di raffigurare nella serie di tele alle pareti personaggi di casa Savoia in fama di santità, da cui deriva l'ulteriore definizione di camera dei Santi attribuita a questa sala.
