L'edificio nacque tra il 1885 e il 1888 come cortile estremo del palazzo Sciarra Colonna di Carbognano, nella fase di ristrutturazione e modernizzazione dei rioni centrali di Roma legata alla costruzione della nuova capitale, per collegare vari spazi della proprietà e dell'attività del principe Maffeo Barberini-Colonna di Sciarra[1]: la redazione della Tribuna (e dell'ultima Cronaca bizantina), fin allora ospitate nel retro di Palazzo Sciarra, e il Teatro Quirino. Il progetto fu affidato all'architetto Giulio De Angelis[2], particolarmente attento all'uso della ghisa nelle nuove costruzioni. Il vano centrale è ricco di partiture architettoniche e fu dipinto da Giuseppe Cellini; la decorazione in stile Liberty[3] sviluppa il tema iconografico della “Glorificazione della donna”, illustrando modelli di virtù femminili (“La Pudica”, “La Sobria”, “La Forte”, “L'Umile”, “La Prudente”, “La Paziente”, “La Benigna”, “La Signora”, “La Fedele”, “L'Amabile”, “La Misericordiosa”, "La Giusta") e rappresentando scene di vita quotidiana borghesi. La copertura a volta è realizzata in ferro e vetro. Va notato che, nel restauro realizzato alla fine degli anni 1970, l'edificio fu completamente svuotato all'interno e ricostruito in cemento armato. Furono però salvaguardate le decorazioni pittoriche e le strutture in ferro. Anticamente, nella zona occupata dalla galleria, si trovava la Porticus Vipsania, costruita da Vipsania Polla, sorella di Marco Vipsanio Agrippa (che possedeva una villa nei dintorni.
