Very nice composition, but what I like most is the fact that you see the stars well, it creates a unique atmosphere.
Nice even color.
A technical question, why f / 4 and a smaller aperture?
Is there a particular reason?
The fact that it took a wide aperture with ISO 200 I would suggest that what is wanted but I can not understand the purpose.
Thank you.
Compliments.

@ Beppeverge
How come f / 4 and a smaller aperture?
Is there a particular reason?

It is the reason is very simple ;-)
30 sec f/4.0, ISO 200 are the optimal mix to get a correct expo for the artificial lights and the limit of 30 seconds to prevent the blur of the stars ;-)
However, the top would have been 25/27 sec at f/5.6, ISO 320/400
But even with f4 I got a good light management and sharpness.
Greetings

I find the composition and the picture in general really very well built! :)
I have some doubts on the corner of the sea at the bottom right it seems to me that with some artifacts and sharpness perhaps a little 'too engraved.

In any case, a beautiful photograph!

For blue halos is quite normal, whereas the shadow area and that the water is a moving body ;-)
In fact I'll tell you I thought worse from a single Expo:-P
However, good point!
Thank you.
