Speaking about differencies between fasciata and pennata i assume both can be the same species. Sometimes the same species looks a bit different depending on the geography it lives in, but it is still the same one, even having some specific 'features' in different areas. As an example, a dragonfly below, both the same species, but differently looking on wings:
