In realtà la "passerella" consente anche il passaggio di veicoli in caso di emergenza; normalmente è solo ad accesso pedonale. Penso che l'abbiano fatta in quel modo a causa dell'instabilità del terreno che sta progressivamente erodendo la Civita (che è anche denominata "la citta che muore" proprio per questo).
Da quel che mi è stato detto quando ho visitato il posto, nei secoli scorsi si accedeva al paese tramite un sentiero/strada "normale" che però non esiste più a causa appunto dei continuo movimento del terreno.
