Direi almeno dell'ordine di secondi (uno o più), non per forza minuti.
Ma non porrei paletti per non creare caos o limitazioni.
Starà alla discrezione e al buon gusto dei votanti punire con un non voto un'eventuale foto con esposizione di una piccola frazione di secondo.

Si ne ho anche io una a un cinquantesimo col mosso, ma non direi che si possa considerare lunga esposizione...
Diverso il caso delle classicissime gondole che ondeggiano, quelle di solito richiedono almeno 10s ed è un mosso creativo ma ottenuto comunque con lunga esposizione.
