Dall'inizio della Repubblica Venezia varò diverse ordinanze per la difesa delle isole dalla forza del mare. Nel 1335 i proprietari dei vigneti di Malamocco furono obbligati ad erigere degli argini molto forti. Nel 1501 furono istituiti i tre Savi delle Acque, e nel 1600 fu ordinato che gli argini fossero alti 4 metri. Nel 1751 il Senato ordinò la costruzione dei Murazzi. Questi furono ideati nel 1716 da Padre Vincenzo Coronelli, e furono costruiti da Bernardino Zendrini, ingegnere della Repubblica. Posti a difesa dalle violente mareggiate e dall'aggressione del mare i " murazzi"erano e sono una grande muraglia alta 4 metri e larga 14 metri di grossi blocchi di pietra d'Istria, disposti in tal maniera da provocare il primo frangimento delle onde, e per proteggere la piccola striscia costiera.
