Perché solitamente per una silhouette (ammesso che lo scopo dello scatto fosse questo) ci vuole uno sfondo che esalti i contorni della figura in controluce, magari col classico sole al tramonto. Qui invece le figure dei soggetti sono "schiacciate" sul piano dell'acqua (a causa del piano di ripresa troppo alto), per cui risulta un'immagine che non è una silhouette, ma non è nemmeno descrittiva dei soggetti (perché sostanzialmente sono troppo scuri, e i dettagli e i colori si sono perduti).
Volendo migliorare il primo aspetto avresti dovuto abbassarti e cercare il controluce, volendo migliorare il secondo avresti dovuto esporre diversamente.
P.S.: le mie parole prendile per quello che sono, cioè una critica costruttiva al fine di ottenere un miglioramento che non potrà far altro che darti soddisfazioni
