Quanto lo sfocato in primo piano sia voluto non lo so, ma a mio parere è del tutto ininfluente per la qualità dell'immagine, anzi... personalmente avrei chiudo il diaframma per poter mettere a fuoco il riflesso senza sfocare il selciato in primo piano. Avere lo sfondo in pieno fuoco distoglie dal soggetto. Queste sono però tecnicalities da circolo fotografico come è giusto che siano ma che nulla tolgono alla bontà del messaggio.
Il mozzicone, non so se c'era o è stato aggiunto ad hoc  , ma è un plus per rendere l'idea che sta dietro il titolo che trovo azzeccato e in linea con la reale situazione del nostro inestimabile patrimonio artistico.

Trovo che il titolo sia giusto anche se non perfetto perchè mi porta un po' fuori strada... giocare con il doppio senso (anzi triplo: 1) significato letterale; 2) "state of the art" = eccellenza; 3) l'Italia è lo Stato dell'arte). C'è la fontana di trevi (credo) rappresentata, e questo è uno dei simboli italiani, quindi, ho pensato che ci fosse anche un riferimento più forte allo Stato dell'arte... ma non l'ho trovato e quindi, quando ho capito che l'unico senso che intendevi era il primo, sono stato un po' deluso. Se tu aggiungessi una bandierina in pp e pubblicassi questo scatto nella sezione photoart beh... credo che sarebbe un autentico capolavoro!
