In my opinion, observing and following lots of photos and tips on here, I had to make two exposures, an exposure for the sky I could even slightly stretch and then lightening, and one for the lights of the houses, of course, the latter with a smaller time and then darker.
And then combine them in post production in Photoshop and perhaps would have been "perfect."
But in that small amount of time of appearance of dawn I was not easy to put into practice everything I learned it already seemed a miracle, somehow.
