Il complesso, completato nel 1940, si mostra nella sua magnificenza per due aspetti in particolare: il frontale principale verso Manfredonia (con mattoni a faccia vista e disegni architettonici) e il lato posteriore con corpo centrale e i lati che finivano con garitte, tutto con merli e bifore. La villa è circondata da alberi di ulivo e mandorli inoltre dal terrazzo si gode di una splendida vista sul golfo di Manfredonia. Il nome della villa è dedicato alla moglie del cav. D'Onofrio che la costruì. Villa Rosa divenne, dopo la scomparsa della moglie, un inno d'amore e di poesia come era dato capire dalla lettura della lapide ovale infissa nella prima sala di ingresso che così recitava: “Per te o mia Rosina questa villa che tutta la mia vita ormai rinserra, io volli progettare e costruire Disagi, avversità, violenze infami non valsero a fermare il mio cammino più forte fu la fede più forte ancor l'amore VINSI! E la tua reggia alfin dal sol baciata da mille e mille piante profumata brillò su questa arida pietraia Ma tu la mia fatica compiuta non vedesti!
