La chiesa e' situata nell'omonima piazza nel rione Colonna. Fondata da papa Paolo I su di un precedente oratorio, ha antichissima origine e venne dedicata ai santi Stefano e Silvestro di cui rimase il solo eponimo con l'aggiunta dell'appellativo " in Capite" perchè vi si conserva la presunta testa di San Giovanni Battista....Altre teste del Battista sono esposte o conservate nel Palazzo di Topkapi ad Istanbul, a Monaco di Baviera, a Damasco, e ad Amiens, bottino della quarta crociata...
