Il progetto “Torri Isozaki” si presenta come un intervento di carattere urbano ed architettonico nel cuore della capitale Basca. Risolve, attraverso la sua disposizione e la sua configurazione volumetrica, due problemi radicati nel tessuto cittadino: da un lato infatti stabilisce una connessione tra l'area di Ensanche ed il fiume; dall'altro unisce Ensanche a Campo Volantin, rafforzando il legame tra i due luoghi. Questo complesso ad uso misto offre così a Bilbao un accesso diretto alla riva del fiume Uribitarte mediante una scalinata di carattere monumentale e integra la limitrofa infrastruttura ideata da Santiago Calatrava, una passerella di acciaio bianco che congiunge le due sponde. Lo spazio pubblico è così articolato secondo differenti terrazze, differenti livelli che ne arricchiscono usi e funzioni. A livello architettonico, l'opera è un punto di riferimento per la sua unicità, le caratteristiche costruttive e la composizione volumetrica, tanto che definisce l'inizio della città dal fiume, sua spina dorsale, con due torri a cortina.
