Il Parco è un'area umida estesa su un territorio di circa 1600 ettari delimitato dall'espansione urbana dei comuni di Cagliari, Quartu S. Elena, Selargius, Quartucciu e dal lungomare del Poetto. Nasce nel 1999 con l'obiettivo di tutelare e valorizzare un sito di interesse internazionale già inserito dal 1977 nella Convenzione di Ramsar per la sua rilevanza come luogo di sosta, svernamento e nidificazione di numerose specie di uccelli acquatici. L'eccezionalità di queste aree è data dalla presenza di bacini sia di acqua dolce che salata separati da una piana con caratteristiche di prevalente aridità denominata Is Arenas. Le zone ad acqua dolce sono costituite dagli stagni del Bellarosa Minore e Perdalonga nati come vasche di espansione delle acque meteoriche. Le zone ad acqua salata comprendono gli specchi d'acqua dell'ex sistema produttivo delle Saline di Cagliari costituiti dal Bellarosa Maggiore o Molentargius (vasca di prima evaporazione), dallo Stagno di Quartu (vasche di II e III evaporazione), dalle altre vasche salanti (saline di Cagliari) e dal Perda Bianca (ex bacino di raccolta delle acque madri).
