Nel 1930 Benito Mussolini convocava il senatore Giovanni AGNELLI per commissionare una piccola utilitaria per gli italiani, il costo di acquisto non doveva superare i 5.000 Lire. Tra le diverse opposte correnti di pensiero progettuale , e risparmiando all'osso su dotazioni e materiali, nell'estate del 1931 veniva creato il prototipo della " FIAT 500" chiamata cosi, per il suo bicilindrico di 500 cm3. La prima uscita con a bordo il collaudatore, il progettista e il Senatore Giovanni Agnelli. L'autovettura uscita dal Lingotto, dopo aver percorso pochi chilometri, su di una salita si incendio, per una perdita banale di benzina. Dopo l'accaduto, Agnelli ordino che la trazione anteriore fosse bandita. Successivamente nell'otobbre dl 1934 fu collaudato su strada dove raggiunse la velocità di 82 km. Fu chiamata "FIAT TOPOLINO" nell'onda del successo che l'omonimo personaggio ideato da Walt Disney, aveva ottenuto in Europa.
