Su entrambi i lati della scalinata d'ingresso del Vittoriano si trovano una serie di sculture che accompagnano il visitatore verso l'Altare della Patria. Le prime sculture che si incontrano sono due gruppi scultorei in bronzo dorato, con soggetti ispirati al pensiero di Giuseppe Mazzin, Il Pensiero e L'Azione (rispettivamente, a sinistra e a destra della scalinata per chi proviene da piazza Venezia), la presenza di queste figure non è casuale, visto che hanno un preciso significato simbolico. Il Pensiero e L'Azione sono stati infatti fondamentali nel processo di unificazione italiana, visto che sono necessari per far cambiare il corso della storia e per trasformare una società. La forma complessiva dei due gruppi scultorei richiama le caratteristiche intrinseche dei due concetti: L'Azione ha un profilo triangolare e spigoloso, mentre Il Pensiero ha una foggia circolare. Si trova a sinistra della scalinata. Un Genio alato bronzeo rappresenta Il Pensiero, che poggia una mano sulla personificazione de La Saggezza, da cui prende allegoricamente ispirazione, e che aiuta Il Popolo a risollevarsi incitato dalla dea Minerva. La composizione è completata dal Genio della Guerra che affila le armi pronto alla lotta, e da La Discordia, che ha in mano una torcia e un flagello, grazie ai quali mette in fuga La Tirannide, che ormai è allo stremo.
