Il complesso del Portico d'Ottavia è l'unico conservato dei grandi portici che limitavano, sul lato settentrionale, la piazza del "Circo Flaminio", area che corrisponde all'antico ghetto. Fu ricostruito da Augusto, al posto del più antico Portico di Metello, tra il 27 ed il 23 a.C. e dedicato alla sorella Ottavia. La piazza su cui sorge si chiama oggi Piazza 16 ottobre 1943. Il 16 ottobre 1943 è una data importante per la comunità ebraica di Roma, ma anche per la città intera. Per gli ebrei romani è l'ultima tappa di un triste itinerario iniziato nel settembre del 1938 con la promulgazione delle leggi razziali. Tra queste due date esiste un profondo legame: per molti ebrei romani infatti le leggi razziali hanno rappresentato l'anticamera dei campi di sterminio nazisti.
