Situato a nord-est di Old Bagan, il Tempio Htilominlo – Htilominlo Pahto – è uno dei templi più imponenti di Bagan
Simile al Tempio Sulamani, il Tempio Htilominlo fu commissionato nel 1218 dall'omonimo sovranoHtilominlo era uno dei cinque figli del sovrano Narapatisithu. Quest'ultimo, per scegliere quale tra i suoi figli sarebbe stato il prossimo sovrano del regno, li dispose in cerchio e fece ruotare un'ombrella. L'ombrella terminò di ruotare indicando Htilominlo.
Secondo la leggenda, il tempio fu costruito nel punto in cui Htilominlo fu scelto quale futuro sovrano del regno.Il Tempio Htilominlo fu realizzato in mattoni e rivestito interamente con stucco.
La struttura ha quattro ingressi, uno per lato, posti in corrispondenza dei punti cardinali principali. Quello situato lungo il lato orientale si estende maggiormente rispetto agli altri ed è pertanto da considersi l'accesso principale della struttura.
Ogni livello è caratterizzato superiormente da una serie di terrazze concentriche, ciascuna delle quali è ornata con una stupa minore in corrispondenza di ogni vertice.
Il pavimento delle terrazze è rivestito con piastrelle in terracotta decorate con dipinti raffiguranti scene dei Jataka.
L'estremità superiore del Tempio Htilominlo è caratterizzata da una Sikhara alla sommità del quale c'è il tradizionale pinnacolo ornamentale a spire concentriche L'interno della struttura è caratterizzato da una serie di corridoi che conducono al santuario principale, ognuno dei quali è ornato con immagini del Buddha.
