Il complesso monumentale venne inaugurato nel 1995 per commemorare il 50esimo anniversario della Vittoria. Davanti al Museo centrale della Grande guerra patriottica si trovano cinque terrazze che simboleggiano i cinque anni di guerra. Sopra ogni terrazza si elevano 225 fontane: tante quante furono le settimane di guerra che dovette affrontare il popolo sovietico. Nel 2005, nel corso delle celebrazioni del 60º anniversario della vittoria sovietica, il presidente russo Vladimir Putin inaugurò 15 sontuose colonne simbolizzanti i fronti e le flotte dell'Armata Rossa durante la Grande Guerra patriottica. Di notte le centinaia di fontane si tingono di rosso per ricordare il sangue versato dei caduti, ben 28 milioni. Uno spettacolo che, al buio, lascia senza parole.
