Eretto nel 1631-1635 e progettato dall'architetto Luca Danese di Ravenna per volere del Cardinale Pallotta, è un manufatto originale costituito da tre arcate in mattoni e pietra d'Istria. Il "ponte delle Carceri o degli Sbirri" prende il nome dalle prospicienti carceri mandamentali, che un tempo ospitavano i detenuti di Comacchio, per la maggior parte pescatori di frodo o "fiocinini". Sul Ponte degli Sbirri si innesta un quadrivio di canali che costituisce lo snodo d'acqua principiale della città, da cui era possibile navigare in direzione del mare a est, verso il centro a nord, verso le Valli a sud, attraverso la Porta San Pietro, verso la zona destinata ai mercati a ovest. Da qui si stende verso sud il bellissimo quartiere di San Pietro, rimasto integro nel tempo. Sul quadrivio si affaccia la maggiore concentrazione di emergenze architettoniche
