Con l'insediamento dell'Ente Parco e l'avvio della sua operatività a far data dal mese di giugno del 2006, la pianificazione territoriale del Molentargius si apre a nuove prospettive orientate essenzialmente alla valorizzazione e salvaguardia del sistema ambientale da intendersi come risorsa da sviluppare, controllare e tutelare in tutti i suoi aspetti. Il comparto ambientale del Molentargius è un sistema naturale di estrema valenza ambientale. La pressione antropica che ha da sempre interessato l'area genera grosse difficoltà per la gestione e amministrazione del sistema nel suo complesso. Da un lato le prospettive di espansione dei centri urbani di Cagliari e Quartu hanno determinato una forte pressione convergente verso la zona degli stagni, dall'altro lato, il crescente interesse per gli aspetti naturalistici ha invece determinato una forte propensione al mantenimento dello status quo dell'area. Le due differenti esigenze hanno generato dei fenomeni spesso incontrollati come quello dell'abusivismo edilizio nell'area di Is Arenas e la propensione generale a considerare la zona come luogo atto a forme di degrado e abbandono. Le numerose e spesso ridondanti forme di tutela, che progressivamente si sono sovrapposte, hanno generato difficoltà interpretative nelle normative vigenti nel territorio favorendo la trasgressione delle stesse anche a causa dell'effettiva mancanza di enti di riferimento a tutela del patrimonio del comparto e del controllo costante sul territorio. Fin dall'inizio della sua attività, partecipando al bando regionale sulla progettazione integrata, l'Ente Parco ha manifestato il proprio interesse a promuovere lo sviluppo sostenibile del comparto, la riqualificazione dell'area e la valorizzare le sue risorse ambientali. In particolare si mira al recupero delle storiche attività legate alla produzione del sale, allo sviluppo di nuove attività compatibili con le valenze naturali, alla fruizione e all'apertura alla comunità scientifica. Numerose altre iniziative in campo scientifico, in campo gestionale e nel campo della fruizione si stanno attuando da quando l'Ente si è insediato a testimonianza della nuova volontà di considerare il Molentargus non più come una zona “chiusa” da vincoli, spesso ridondanti e purtroppo quasi mai rispettati, ma piuttosto come una ricchezza da condividere le cui potenzialità scaturiscono essenzialmente dall'ambiente e dalla posizione stessa del comparto rispetto agli ambiti urbani. Lo sviluppo controllato tramite il monitoraggio di tutti i fattori ambientali e tramite un presidio costante delle aree, attività oggi svolta dall'Ente Parco, si prospetta quale indispensabile soluzione per l'aggiornamento, il recupero e la valorizzazione dei lavori svolti negli anni passati. In questa sezione sono riassunti gli obiettivi, l'organizzazione, gli atti, nonchè le persone che operano a tempo pieno nell'Ente parco, nel rispetto della trasparenza e della comunicazione civica.
