La centrale fu inaugurata nel 1912 e intitolata già dall'anno successivo alla memoria dell'Assessore al Tecnologico, Giovanni Montemartini. L'area prescelta era vicina al fiume, per una disponibilità continua d'acqua, e fuori della cinta daziale, non soggetta quindi ad imposte sul combustibile. I modernissimi macchinari produttivi (gruppi di motori diesel e un turbo-alternatore a vapore) furono forniti dalla ditta Tosi; all'inizio sviluppavano una potenza di 7.000 kW, elevata, nel 1924, a 16.000, grazie all'aggiunta di turbine a vapore. Nel 1933 furono installati due grandi motori diesel. Nel 1963 una parte degli impianti fu messa fuori servizio e pochi anni dopo anche il resto cessò l'attività. Ristrutturata e trasformata durante gli anni '80 in "Art Center", la Centrale ospita oggi un'esposizione permanente di sculture provenienti dalla collezione dei Musei Capitolini.
