Nel 1472 l'amministrazione comunale torinese si insediava nell'area in cui ancor oggi sorge il Palazzo Civico.Per secoli il Comune, privo di una sede propria ove si potesse riunire il Consiglio, amministrare la giustizia e conservare le carte, aveva trovato di volta in volta ospitalità presso le residenze di importanti famiglie cittadine o in locali di fortuna. In quello stesso anno venne acquistato un edificio, e altri ne furono acquisiti in seguito, finché l'intero isolato che si affacciava sull'antica piazza del mercato (piazza delle Erbe, ora chiamata piazza Palazzo di Città), fu occupato dalla sede comunale. Costruzioni, rifacimenti, ricostruzioni si susseguirono nel tempo. Il nucleo principale e più antico dell'attuale Palazzo Civico è costituito dall'edificio progettato dall'architetto ducale Francesco Lanfranchi, realizzato tra il 1659 e il 1663. Nell'edificio di Lanfranchi il sistema di distribuzione degli spazi è del tutto simile a quello del palazzo nobile seicentesco: dietro l'aulica facciata si snoda il percorso caratterizzato dall'androne (che si apre alla corte interna) e dallo scalone che porta al loggiato ed al salone principale, riplasmato nell'ottocento da Lorenzo Lombardi e Ferdinando Bonsignore. Sulla facciata, con un corpo centrale porticato ed un unico tratto distintivo, vi è una grande balconata sorretta da un sistema di colonne, che testimonia l'apertura del Palazzo alla città. Nel 1756 l'architetto regio Benedetto Alfieri interviene sull'edificio con l'aggiunta ai due lati di una campata di portico. Gli ultimi interventi sono della seconda metà dell'ottocento, ad opera di Giuseppe Talucchi con la sopraelevazione del palazzo nella parte centrale.
