Se è un giovane potrebbe essere un fiorrancino, identico al regolo con in più il sopraccilio bianco.
Ha un cerchio bianco intorno all'occhio, che crescendo potrebbe diventare un sopraccilio.

Direi che e' un regolo. Se fosse un giovane non avrebbe la riga gialla sul capo. Inoltre non ha la riga nera che attraversa l'occhio, tipica del fiorrancino.
