Il design futuristico di Dominique Perrault si esprime in un quartetto di torri di 24 piani che evocano la forma di libri aperti; ogni torre ha un nome: Tour des temps (Torre dei tempi), Tour des lois (Torre della legge), Tour des nombres (Torre dei numeri), Tour des lettres (Torre delle lettere). Il progetto rappresenta l'ultima delle ultime grandi opere volute da François Mitterrand. Realizzata su progetto dell'architetto Dominique Perrault la Bibliothèque Nationale è considerata il primo esempio di architettura contemporanea di tendenza minimalista su grande scala. Interessante anche l'uso dei materiali: le strutture in cemento e gli impianti tecnologici sono lasciati a vista in modo da vivacizzare le linee squadrate che caratterizzano l'edificio in ogni sua parte. Le aree della biblioteca sono distribuite intorno ad una grande piattaforma orizzontale, le quattro torri angolari ospitano sette piani di uffici e undici piani dedicati interamente all'archivio e all'immensa collezione. La restante parte della collezione è custodita al piano terra, vicino alle sale di lettura. L'innovativo sistema costituito da 330 carrelli sospesi, per una lunghezza di 8 km, permette di trasportare documenti e i libri dagli scaffali alle sale di lettura. L'accesso alla piattaforma è costituito da una serie di rampe coperte, in legno del Brasile, che si affacciano sulla Senna. “Un luogo di iniziazione e non una sorta di edificio-mostro in parte tempio e in parte supermercato. Un punto di riferimento per la parte orientale di Parigi. Un luogo che si inscrive nella continuità della successione dei grandi spazi vuoti lungo la Senna, come Place de la Concorde, Champ de Mars, Les Invalides. In tal modo la collocazione ai bordi della Senna diventa un elemento primario per l'attivazione di questo luogo: la collina nel XIII arrondissement si affaccia sul fiume e volge il dorso alle tristi emergenze di Porte de Choisy e Porte d'Ivry. In un'operazione progettata per salvare e redimere l'area, l'istituzione offre la propria generosità, mentre la Bibliothèque de France contribuisce con la sua influenza e radiosità. Con la combinazione di uno spazio libero e aperto, costruita a scala della capitale, e l'orizzontalità, la Bibliothèque de France dispiega tutta la propria ampiezza e spaziosità attraverso i suoi quattro poli simili a fari, i tiranti e i giunti che li collegano all'area piana centrale, offrendo una verticalità che definisce un volume virtuale, il quale, in cambio, cristallizza tutta la magia, l'espressività e la poesia del complesso.
