I have found that you need to go to remote places where there is barely any human habitation to be able to get close to Kingfishers on a regular basis, I can think of this place(Los Guatuzos) in Nicaragua and a place we traveled to in Bolivia. There were other place in Nicaragua that you could not approach as 'easily'.
That one species you see posted here from Europe seems to be somewhat more habitualized.
