Il "Borgo Nuovo" nei decenni centrali dell'Ottocento è il quartiere nascente della borghesia torinese, pensato come estensione sud-orientale della città-capitale barocca, su un area già occupata dalle fortificazioni urbane (dismesse a partire dall'età napoleonica). Nella zona era già previsto dal piano carloalbertino del 1834 un sito destinato alla chiesa parrocchiale; l'aumento della popolazione convinse l'Amministrazione Civica a risolvere il problema, offrendo gratuitamente l'area nel 1843. Nell'aprile dello stesso anno una commissione, nominata dal re Carlo Alberto e presieduta dall'arcivescovo monsignor Luigi Franzoni, deliberò di bandire un concorso per il progetto della chiesa, fissandone le condizioni di inserimento: l'edificio doveva risultare isolato rispetto alle case, occupando l'intero lotto definito da vie su tre lati. Tra gli undici progetti presentati, la scelta cadde su quello dell'architetto Carlo Sada (1809-1873), redatto in collaborazione con Giuseppe Leoni; nel 1845 iniziano i lavori. La chiesa è dedicata a Massimo, primo vescovo noto di Torino, attestato tra la fine del IV e l'inizio del V secolo. L'edificio segue la consuetudine ottocentesca di intitolare le nuove chiese parrocchiali a figure di santi esemplari per la predicazione e l'attività pastorale. La centralità del tema è testimoniata dall'incarico affidato dal Consiglio Comunale all'architetto Carlo Promis (1808-1873), protagonista della vita culturale e artistica torinese, di scegliere sia il titolo da attribuire alla parrocchia, sia i temi decorativi da suggerire. Dietro l'altare, secondo il progetto iconografico di Sada del 1850, viene rappresentato San Massimo recitante nella Cattedrale al popolo di Torino, opera di Francesco Gonin (1853) che riempie scenograficamente l'abside. La chiesa segue i caratteri architettonici del classicismo europeo. La facciata principale è caratterizzata da un imponente pronao corinzio su colonne e paraste, motivo riproposto, appiattito, su tutti gli altri fronti, collegati tra loro da una cornice a greca continua. Un leggero bugnato riveste l'intero edificio. La costruzione completata nel 1853, appare come un volume edilizio che riprende lo skyline degli isolati vicini, quasi un "palazzo" tra i palazzi, segnalato tuttavia dallo spazio del sagrato e dall'emergere della cupola.
