Penso anch'io che al tramonto, magari con un cielo interessante, questa veduta, già molto bella, sarebbe favolosa.
Per questa hai provato ad usare un filtro graduato per il cielo? toglieresti luminosità e daresti maggiore risalto alle nuvole e a quei raggi che vi filtrano. Mi pare manchi anche un po' di contrasto.

Io preferisco il filtro di Lightroom, lo trovo più efficace rispetto a quello di camera raw di PS.
Ad ogni modo, applichi il filtro, selezioni la fascia su cui vuoi intervenire, avendo cura di non sceglierla troppo stretta, altrimenti si noterebbe un passaggio troppo brusco, e poi giochi sui parametri di esposizione, contrasto, chiarezza e saturazione, fino a trovare il risultato che ti piace di più.
Potresti ottenere qualcosa del genere:
tieni conto che ho lavorato su un jpeg a bassa risoluzione e partendo dal file raw il risultato sarà sicurament migliore
