Nel 1620 il duca Carlo Emanuele I di Savoia assegnò Racconigi al figlio cadetto Tommaso , capostipite della linea Savoia-Carignano. Dopo vari progetti di trasformazione rimasti inattuati, fu il figlio di questi, Emanuele Filiberto Amedeo detto "il muto", il vero promotore della prima trasformazione del castello. Borbone Soissons per parte di madre, europeo per formazione ed esperienze politiche, nel 1670 egli affidò ad André Le N?tre (grande artefice di giardini come Versailles e Vaux le Vicomte) il compito di progettare un raffinato giardino alla francese e, nel 1676, all'architetto modenese Guarino Guarini l'incarico di progettare la ristrutturazione dell'edificio. Guarini si trovò ad operare in presenza delle preesistenze medievali e trasformò il blocco del Castello in un "organismo vivo, integrato agli spazi circostanti", superando innanzitutto la volumetria medioevale mediante la dilatazione delle fronti nord e sud, ponendo agli angoli quattro grandi padiglioni. Il salone ricavato dal cortile, coperto, divenne centro di attrazione e di irradiazione dell'intero organismo. Guarini compendiò infine tutti gli elementi in una sintesi grandiosa, che coinvolgeva città, piazza, cortile, castello, loggiati, parco. Del progetto guariniano furono realizzati, solo la splendida facciata settentrionale verso il parco, capolavoro dell'architettura seicentesca, e il salone centrale con l'imponente torrione innalzato al centro del palazzo sul preesistente cortile interno. Dopo la partenza per Milano e la successiva morte dell'architetto modenese, i lavori cessarono nel 1688; la parte costruita (ed oggi visibile) dimostra tuttavia quale capolavoro avrebbe saputo realizzare Guarini, se tutto il suo progetto fosse stato completato.
