La qualità dell'intervento di Filippo Juvarra, al quale viene affidato l'incarico, si misura con la ricchezza del vocabolario linguistico impiegato: l'immagine complessiva è quella maestosa di un palazzo reale che sa esaltare la tradizione e dare espressione al classicismo moderno. L'architetto vorrebbe un'ariosa loggia completamente aperta, ma le condizioni climatiche torinesi lo obbligano a proteggere la sua fabbrica con grandi serramenti vetrati.
