La scala delle forbici venne realizzata in occasione del matrimonio del principe ereditario Carlo Emanuele (futuro Carlo Emanuele III) con Anna Cristina di Baviera Sulzbach, per consentire un accesso aulico al sontuoso appartamento nuziale predisposto al Secondo Piano del Palazzo. sostituendo una preesistente scala lignea ormai inadeguata. La scala, progettata e realizzata nei primi anni venti del '700 dall'architetto Filippo Juvarra, presenta un impianto architettonico "a tenaglia" che scarica il peso sulle pareti perimetrali. ed una rampa superiore centrale libera da sostegni laterali, poiché sorretta solo dagli archi trasversali dei pianerottoli, La raffinata decorazione plastica in stucchi bianchi con il suo delicato repertorio figurativo di corolle fiorite. conchiglie, volute e cartigli enfatizza gli effetti di luce in questo spazio, aumentando l'imponenza della scala. L'attuale denominazione deriva dall'ornamento del curioso ovale collocato da Juvarra in corrispondenza dell'imposta della volta sospesa, dove un paio di forbici taglia le due trecce laterali incrociate a simulare una lingua biforcuta: allusione, questa, al genio juvarriano che "taglia" le malelingue dei cortigiani che non avevano ritenuto fattibile la realizzazione della sua impresa.
