I primi dati storici di Tolmezzo risalgono alla fine del X secolo e descrivono il borgo come "Feudo di Aquileia". Intorno al 1200 viene istituito un mercato a tutto vantaggio delle condizioni di vita dalla popolazione locale. È nel 1356 che Tolmezzo (in friulano "Tumiec") viene decretata capitale della Càrnia. Negli anni successivi si doterà di imponenti fortificazioni, di cui oggi rimane come testimonianza la Torre Picotta. La struttura fu eretta nel 1477 dal governo locale per contrastare le invasioni dei turchi. La struttura venne completata nel 1479 e faceva parte del complesso difensivo che cingeva Tolmezzo, un sistema difensivo molto complesso, composto da alte mura contrappuntate da ben sedici torri di osservazione. Tali torri erano a loro volta collegate con il castello sorto sul Colle Picotta, considerato l'estremo rifugio in caso di guerra. Dell'attuale torre non si hanno molte notizie, a parte che durante la seconda guerra mondiale i bombardamenti dei tedeschi la distrussero quasi completamente. Nel 1944 non rimanevano che poche tracce perimetrali. Tuttavia, grazie al ritrovamento di fotografie e documenti precedenti la guerra, fu fatta ricostruire il più fedelmente possibile all'originale. La torre è collocata sull'altura che domina la cittadina friulana e consente di ammirare tutto il paesaggio carnico circostante.
