La Basilica di Sant'Andrea è uno dei monumenti più importanti e conosciuti della città di Vercelli. Si tratta di un esempio precoce di architettura gotica italiana, ispirato a modelli cistercensi. Ha la dignità di basilica minore. Fu fondata nel 1219 per volontà del cardinale Guala Bicchieri e completata nel 1227 (Wikipedia). Quest'anno ricorre l'ottocentesimo dalla fondazione e diverse sono le manifestazioni celebrative organizzate al riguardo. Tra queste, merita considerazione l'esposizione della Magna Charta Libertatum di Hereford del 1217, nelle sale dell'Arca di San Marco, posta nelle vicinanze. La Magna Charta è un documento scritto in latino in cui furono sanciti una serie di limiti al potere del sovrano inglese e cui si dichiaravano i diritti di tutti gli uomini liberi nei confronti dello stesso sovrano: in pratica, è il documento che segna l'origine del costituzionalismo moderno.
