La prima pietra del Reichstag, l'edificio destinato a ospitare il parlamento dell'impero, fu posata nel 1884, con la nascita dell'Impero Tedesco, o Reich (1871). Sotto lo sguardo del Kaiser Guglielmo II di Prussia, Paul Wallot , diede forma a un edificio che univa motivi rinascimentali e classici, come la facciata con avancorpo e colonnato e la moderna cupola in vetro e acciaio. La grandiosità dell'edificio era accentuata proprio dall'avancorpo, sormontato da un timpano e con un'ampia scalinata davanti, salendo la quale si raggiungeva il grande portale d'ingresso. L'edificio era costituito da quattro ali e due cortili interni, con un gran salone per le sedute plenarie. A 75 metri d'altezza, sulla cupola, spiccava la corona imperiale. Nel corso del Novecento il Reichstag fu più volte danneggiato. L'incendio del 1933 distrusse quasi interamente la sala plenaria e nel 1954 si rese necessaria la demolizione della cupola. Dopo i restauri, realizzati da Paul Baumgarten e completati nel 1961, il palazzo fu utilizzato come sede del parlamento di Berlino ovest e come spazio espositivo. Si trovava allora a ridosso del Muro, a pochi passi dalla Porta di Brandeburgo. Dopo la riunificazione e il trasferimento del parlamento da Bonn a Berlino, fu necessario modernizzare la fatiscente struttura. L'architetto britannico Sir Norman Foster fu incaricato di realizzare la ciclopica opera. La nuova cupola, detta anche “lanterna”, con il suo cono centrale, è una struttura tecnologicamente avanzata, in grado di riflettere e ottimizzare la luce naturale e di controllare la penetrazione del calore. Di notte riflette all'esterno la luce interna, dando così modo ai berlinesi di sapere se il Bundestag è riunito.
