Of course, such high ISO is almost a provocation... let's say that it was an 'exercise in style', in honour of the many nights spent in his youth photographing in Padua and Venice (when digital photography did not yet exist, to be clear :-D). The texture has been further accentuated in PP precisely to emphasize the grain appearance of the high-sensitivity films of yesteryear...
Then in the comments a nice 'curtain' was born that compared the silence of the night during the shot with the digital noise given by the high ISO :-P . It was fun!

Certo, gli ISO così alti sono quasi un provocazione... diciamo che è stato un 'esercizio di stile', in onore alle tante notti passate in gioventù a fotografare a Padova e Venezia (quando la fotografia digitale ancora non esisteva, per intenderci  ). La texture è stata ulteriormente accentuata in PP proprio per enfatizzare l'aspetto della grana delle pellicole ad alta sensibilità di un tempo...
Poi nei commenti è nato un bel 'siparietto' che ha messo a confronto il silenzio della notte durante lo scatto con il rumore digitale dato dagli alti ISO  . E' stato divertente!
