Al centro di piazza Erbe sorge un monumento che tradizionalmente viene chiamato “berlina” nonostante si tratti di una tribuna (o capitello). Per Gerolamo Dalla Corte sarebbe stato eretto nel 1207 dal podestà Azzo d'Este; sicuramente esisteva nel XIII secolo in quanto citato negli Statuti veronesi. Secondo Luigi Simeoni, studioso locale, il capitello fu rifatto nel 1378, durante la signoria dei fratelli Bartolomeo e Antonio della Scala, quando vennero eliminate le baracche di legno che occupavano la piazza. La tribuna era al centro di numerosi aspetti della vita cittadina: attività commerciali, politiche e giuridiche. Nel 1477, il poeta e storico Francesco Corna da Soncino annota che sotto il baldacchino esisteva una sedia di marmo (scomparsa) su cui prendeva posto il podestà appena eletto per ricevere le chiavi della città e la bacchetta, simbolo dell'incarico. Anche il pretore vi sedeva al momento di giurare fedeltà e giustizia. Nel 1328 Cangrande stabilì che il bestemmiatore che non fosse in grado di pagare un'ammenda venisse immerso per tre volte nella vasca in inverno, e per tre volte frustato, sempre intorno al capitello, nelle altre stagioni. In epoca veneziana si esponevano al capitello le teste dei banditi decapitati per un'eventuale identificazione. Chi catturava lupi riceveva un premio: nell'inverno 1398/99, a causa del freddo eccezionale, branchi di lupi affamati si spinsero fino in città. Quelli abbattuti furono esposti sulla tribuna.
