La fontana venne inaugurata per festeggiare il cinquantenario dello Statuto Albertino. Fu una delle principali attrazioni dell'Esposizione Nazionale del 1898, progettata dall'ingegnere Carlo Ceppi come sintesi fra i primi spunti floreali e nostalgie rococò. È composta da un'ampia vasca ovale in cui precipitava una spumeggiante cascata. Lo specchio d'acqua è circondato da una balaustra ornata da dodici statue che simboleggiano i dodici mesi. Il tutto è sovrastato da una terrazza, arricchita da un grande gruppo scultoreo, opera di più maestri. Ritrae i fiumi che bagnano Torino.
