Lo zar Pietro il Grande, appassionato ammiratore dell'occidente, fondò nel 1703 la nuova capitale San Pietroburgo con l'intenzione di creare un complesso di palazzi reali che rivaleggiasse con Versailles. Avvalendosi di un'armata di architetti, operai e soldati, progettò personalmente il palazzo e il parco circostante, superando per magnificenza e splendore persino la reggia di Versailles. Il Palazzo di Peterhof che porta il suo nome ed è Patrimonio dell'Umanità, è circondato da un parco di 21 ettari disseminato di cascate e fontane con giochi d'acqua che utilizzano più di 34 mila litri al secondo. La cateratta più suggestiva è la Grande Cascata che scende in sette scalinate con prorompenti getti d'acqua, alcuni dei quali raggiungono i 20 metri, ornata da statue di bronzo rappresentanti le divinità classiche.. tutt'intorno si alternano zampilli, grotte, statue di delfini, ninfe acquatiche e tritoni. Il Palazzo reale sorge su di una immensa terrazza che si affaccia sul mar Baltico. La reggia di Peterhof è accessibile sia dal mare, con un servizio di aliscafi e traghetti, sia via terra col servizio di autobus che parte da San Pietroburgo.
