il conte Bernardo Arnaboldi Cazzaniga allora sindaco di pavia chiese ad Ercole Balossi la realizzazione di questa cupola per un progetto di un nuovo centro di contrattazione commerciale. Si concepisce un palazzo su un'aera di duemila metri quadrati, con un area centrale occupata da una piazza interna ottagonale collegata a C.so Strada Nuova e P.zza del lino .Lo stile del palazzo attinge ad elementi del repertorio rinascimentale ricorrendo a decorazioni classicheggianti, finestre centinate ed architravate da paraste e lesene o colonne.
