Composta da una vasca rettangolare di granito con sopra un bassorilievo in pietra con tre anfore usate per trasportare l'acqua e da una lapide che ricorda al passante che fu il reverendissimo Cardinale Federico Borromeo a ripristinare nel 1672 l'erogazione dell'acqua: FEDERICVS S.R.E. CARD BORROMIVS AQVAM PVBLICA COMMODITATI REVOCAVIT ANNO DNNI MDCLXXII. Un errore sulla lapide dove era scritto “DNNI” anziché “DMNI” (che sta per “DOMINI”). Anche questa fontana è alimentata dalla deviazione dell'Acqua Vergine realizzata da papa Giulio III. In un articolo de “Il Giornale d'Italia” del 1931, leggiamo di un vecchio edificio, che era stato rifugio d'artisti squattrinati, appena demolito per far posto al Palazzo del Notariato: “La palazzina, all'ombra del palazzetto di Pio IV, presentava la sua facciata sulla via Flaminia, con a fianco la fontana che, ricordando il nome del cardinale Federico Borromeo, riprendeva il motivo, in dimensioni inferiori, di quella più grande, che le si parava di fronte”.” Ma andiamo in ordine e raccontiamo una lunga storia. In questo cantone della Vigna di Balduino, di fronte alla grande Fontana dell'Acqua Vergine, viene realizzato un abbeveratoio per gli animali, chiamato Abbeveratoio di papa Giulio e costituito da una bella vasca ovale in granito di origine termale, con maniglioni in bassorilievo, in cui versa acqua un mascherone posto al centro di una valva di conchiglia. Forse anche questa fontana è opera di Bartolomeo Ammannati. Dopo un secolo l'abbeveratoio rimane a secco e nel 1672 il nuovo proprietario della villa e dei terreni circostanti, il Cardinale Federico Borromeo, ripristina il flusso idrico e lo abbellisce, affinché non sfigurasse troppo nei confronti della fontana di fronte, facendo costruire un doppio prospetto architettonico: uno inferiore con un timpano della stessa lunghezza della vasca, sovrastato da un prospetto superiore, più largo, con quattro lesene, al cui centro si inseriva lo spigolo del timpano, culminante con un elemento a volute, in cui era posto lo stemma e l'iscrizione commemorativa che vediamo ancor oggi. La sistemazione del Borromeo è fedelmente riprodotta da Giuseppe Vasi in una sua stampa di fine settecento. Nel 1873 Antonio Garofali acquista questa parte della proprietà e, senza modificare l'abbeveratoio ormai trasformato in una fontana, costruisce sull'angolo un edificio e lo affitta ad artisti. Pochi anni dopo (nel 1877), per la costruzione della rete fognaria di Campo Marzio, la fontana del Babuino è rimossa e la vasca viene qui, mentre quella che era qui è portata e utilizzata a Villa Borghese. Nel 1929 la Cassa del Notariato acquista il terreno su cui sorge l'edificio, ormai in pessimo stato e, sotto la direzione dell'architetto Arnaldo Foschini, demolisce tutto per la costruzione del Palazzo del Notariato, compreso il prospetto seicentesco del Borromeo. La vasca del Babuino è lasciata al suo posto, appoggiata ad una nuova composizione costituita da tre conche che attualmente dà il nome alla nuova fontana: da allora detta la Fontana delle Conche. Anche l'epigrafe rimane al suo posto mentre mascherone e conchiglia vengono trasferiti all'Arcosolio di Benedetto XIV sulla via Flaminia e ricongiunti all'antica vasca in granito dell'abbeveratoio, recuperata da Villa Borghese. Nel 1957 la vasca del Babuino è rimessa nella sua collocazione originale, sotto il Sileno, e qui viene sostituita con quella attuale, di una certa eleganza ma di scarso valore artistico e la Fontana delle Conche diventa quello che vediamo, con la lapide del Cardinale quale unico elemento storico.
