I like the idea of this, and that the railings might signify Keep Out, or Us & Them, but really feel you should have chosen one that you had taken with the lens stopped down enough to have the railings sharp too, especially with the rain drops too. Looks like you had enough light for doing this, though you might have had to up the iso a bit to achieve a satisfactory balance. The focus was a deliberate choice and I don't know whether I would have been able to achieve that anyway, handheld. I do have others with the railings in focus and Big Ben blurred but looking at them both, I don't think I would like it all sharp because the railings would then distract the eye from the main subject.
