I am new to photography only an year of occasional shooting. Have D3200 APSC Dslr with 35 mm f1.8 and 18-105 vr. Want to shoot some close ups of flowers and also distant zooming with good image quality. Is investing in new 70-300 vr better or can I go in for a costlier Lumix fz300 24x zoom and 4K video for its articulated screen, video, macro, zoom and AF speed or even costlier FZ1000 with 1 inch sensor in which case I will have to dispose my Dslr

Each camera You named has its own pros and cons. And neither is meant specifically for close-ups. Even if You confuse close-up with macro. 70 -300, at 300mm is becoming blurry and there is no sign of quality. If Your desire is a quality, lenses, meant for that purpose, cost 5 times more. Any 105, 135, 150, 180 fixes will do well. With a tripod and shutter release, of course. Otherwise, it is a waste of money. What i'd do?
I'd buy a set of macro rings, put that 35mm fixed prime on and make a background from a semi-transparent colored latex or matte cello panels. So simple as that.

She's right they're thwo different things, you should buy different lenses.

I think you should buy at least the D3200, the other two that you had mentioned are just bridge cameras and i don't think they will work so well for what you want to shoot.

Consider the Pentax K-s1 for the same price it's much better than a D3200.
