Fu costruito nel 1265, fuori dall'antica città romana. Insieme a Palazzo Trecchi e alla chiesa di Sant'Agata, costituì il nucleo della nuova espansione cittadina in epoca medievale, voluta dalla fazione dei “popolari”, contrapposta a quella dei “notabili” che aveva il suo centro nella Piazza del Comune. Ispirato all'architettura del Palazzo Comunale, si presenta sulla piazza con una facciata a due piani: quello inferiore è costituito da un porticato con arcate gotiche e quello superiore in mattoni e coronato di merli, con quattro trifore che illuminano un unico grande ambiente. Per tutto il XII secolo si riuniva il “Consiglio della Città Nova”; nei secoli successivi la sua funzione venne meno e il palazzo fu sede della corporazione dei mercanti di fustagno, poi caserma, poi sede dell'archivio notarile, con modifiche che accompagnarono i mutamenti di funzione. Restaurato alla fine del XX secolo, oggi è usato per congressi e manifestazioni.
