Un edificio che segna lo skyline del centro di Torino, in bilico tra razionalismo e stile Novecento, e di cui va segnalata l'innovativa per l'epoca struttura portante in acciaio. Significativamente collocato nel cuore funzionale e rappresentativo della città, la Torre Littoria, considerata il primo "grattanuvole" italiano dell'epoca nuova fascista, è l'emblema stesso dei grattacieli torinesi. Realizzato nell'ambito del progetto di ricostruzione di via Roma Nuova (primo tratto, da piazza Castello a piazza San Carlo, 1931-32), a firma dell'Ufficio tecnico comunale (1920) e del suo ingegnere capo Giorgio Scanagatta (1926), collocata nel pieno di un processo di sventramento e ricostruzione gestito da imprese del settore meccanico, tessile bancario e assicurativo per lo più cittadine, la torre progettata da Melis e Bernocco è la manifestazione eloquente e per molti, nel corso dei decenni, violenta e aggressiva del rinnovamento urbano di stampo novecentesco, condotto a fini anche speculativi nel cuore del centro monumentale della città sabauda.Molti concordano nel dire che l'edificio, pur essendo uno dei maggiori esempi di Razionalismo italiano, sia distonico con il disegno regolare ed elegante della suddetta piazza, che costituisce una splendida testimonianza di architettura barocca. Per questa ragione i torinesi hanno attribuito all'edificio diversi soprannomi goliardici, tra cui "il dito del Duce", il pugno nell'occhio, il telefonino o anche la torre arrogante. L'edificio è tuttavia ambìta sede di uffici, studi professionali, esclusivi appartamenti privati e residenza di noti personaggi torinesi.
