Il Palazzo del Governo di Trieste è l'ultimo in ordine di tempo ad essere stato realizzato in Piazza Unità d'Italia e ospita oggi gli uffici della Prefettura, l'abitazione del Prefetto e diverse stanza per gli ospiti. L'edificio si trova sul sito che anticamente sosteneva il Molo del Mandracchio. Nel 1764, per volere dell'Imperatrice Maria Teresa d'Austria, sull'interrato bacino del Mandracchio, fu edificato il palazzo del Capitano Luogotenente. Demolito nel 1899, sullo stesso sito sorge l'attuale Palazzo del Governo, realizzato tra il 1901 e il 1905 su progetto dell'architetto viennese Emil Artmann che, come molti degli edifici triestini costruiti vicino al mare, poggia su una piattaforma dello spessore di 160 cm sostenuta da 3000 pali in cemento, al fine di contrastare l'instabilità del sottosuolo.
