I made the picture from the 37th floor of the building in the region by taking advantage of a day of opening to the public, unfortunately there was a bit 'of smog that has limited the visibility of the lights in the distance, but I was lucky because there was a sunset really great.
In highlight the sky was amazing but I had decided to go (there was to do the tail) around the blue hour in order to have the city lights on and I was fine because the sky was still a bit 'colorful .

The only problem are the reflections of the interior lights on the large window, there is only a point from which you can minimize them but even there some reflection always comes nell'inquadrature, the ideal would be to have two friends who raise a black cloth behind the photographer, but it has to be really big ;-)
There are big problems in the photograph freehand because you can place the lens on the glass in order to have a solid support, with a stabilized lens like the 16-35 you can bring home good shots even at 1/2 second exposure obviously raising a bit 'the iso.
